St. Lucie County, Florida appears to be very civically-minded: only one precinct had less than 113% turnout.

UPDATE: Ace of Spades is throwing cold water on this. Apparently each voter got two ‘cards’ and that’s what’s being counted. I am skeptical that this explains it but for now I’ll move it back into the TOSS-UP category in the great game of Fraud Or Not Fraud?.
